أمر الرئيس الروسي فلاديمير بوتين اليوم الاثنين بزيادة عدد أفراد الجيش الروسي بواقع 180 ألف جندي ليصل العدد الإجمالي للقوات إلى 1.5 مليون جندي.
جاء ذلك في مرسوم رئاسي نشره الكرملين على موقعه الإلكتروني. ووفقاً للمرسوم، تم تحديد ملاك القوات الروسية بـ 2389130 عنصراً، من بينهم 1.5 مليون عسكري.
ووفقاً للمرسوم السابق الذي عُمِلَ به ابتداءً من 1 ديسمبر 2023، والذي سيحل محله المرسوم الجديد، فقد كان ملاك القوات الروسية 2209130 عنصراً، من بينهم 1.320 مليون عسكري.
ويدخل المرسوم الجديد حيز التنفيذ اعتباراً من 1 ديسمبر 2024.
يأتي المرسوم مع استمرار الحرب بين روسيا وأوكرانيا لأكثر من عامين ونصف العام.
وتشن القوات الروسية هجوماً حالياً في شرق أوكرانيا، حيث حققت مكاسب تدريجية لكن ثابتة في الأشهر القليلة الماضية.
وقدّر بوتين في يونيو، عدد القوات المشاركة في ما يسميها الكرملين “العملية العسكرية الخاصة” في أوكرانيا بنحو 700 ألف جندي.
وبعد استدعاء 300 ألف جندي من قوات الاحتياط في مواجهة الهجوم المضاد لأوكرانيا في خريف عام 2022، تحولت السلطات الروسية إلى ملء صفوف القوات التي تقاتل في أوكرانيا بجنود متطوعين، اجتذبتهم الأجور المرتفعة نسبياً.
ولاحظ العديد من المحللين أن الكرملين كان متردداً في استدعاء مزيد من جنود الاحتياط، خوفاً من زعزعة الاستقرار الداخلي مثلما حدث عام 2022 عندما فر مئات الآلاف من روسيا تفادياً لإرسالهم إلى القتال.
ونقص الأفراد العسكريين كان الذريعة التي تم الاستشهاد بها على نطاق واسع كسبب رئيسي وراء نجاح توغل القوات الاوكرانية في منطقة كورسك الروسية والذي بدأ في السادس من أغسطس الماضي.
وسعى الكرملين إلى تجنب إعادة نشر القوات من شرق أوكرانيا، واعتمد على تعزيزات من مناطق أخرى لوقف التوغل الأوكراني.
